in some civilised countries your IP is fixed and unique so its dead easy in theory to actually track someone down etc
Here however huge numbers of people share the same IP's and they also change frequently so its not so easy.
Its also why a lot of websites have blocked the UAE and all its Ip's from accessing their sites

If I remember correctly, Jammy-Dodger used to tell posters whether they were using a Mac or a PC and (I think) their IP address...so it does seem possible.

Sorry to be geeky, but actually an IP address is rarely unique. What is unique to every device in the world (computer, mobile, BB or even internet ready TVs) is the "MAC Address". If you could discover this then you would certainly be able to identify the computer if you really wanted to pin something on someone.
The previous poster who mentioned about fixed IPs in UK and elsewhere is right and from there its relatively easy for the authorities to track someone down (often used in tracking people who post to dodgy sites from home or internet cafes).
In countries such as UAE they use dynamic IP allocation which is typically allocated at the exchange which is why they can get your general location. I and some friends are pretty whizz at networks and I would have a better chance of locating you via your wireless router than your IP address LOL.
