I'd go for Hoddle again and put someone like Shearer alongside him . You need a coach who is tuned into International football and can develop a system which is top draw. You also need respect and discipline which is something i don't think Hodgson carried a lot of.

England have decent players but were poorly coached with no system . Italy have decent players but are brilliantly coached in Conte and have a tried and trusted system.

There's no stand out candidates but it just goes round in circles. You can't pick players who are not in form or who are not fit and especially not in tournament football.

Case in point Sterling and Wilshire , both wasteful and lacking desire , form and the latter any type of match fitness.
