Hmmmm. Could be that this is the start of pre-election political posturing, particularly as those quoted generally represent opposition parties with an obvious agenda....
Although, in saying that...there's definitely an underlying trend to shift away from keeping people in hospitals for any length of time and getting them in and out as speedily as possible.
In education too, its normal over here for undergrads to enter uni at the end of Year 12 rather than at the end of Year 13 - so there is a trend in both health and education to shorten 'stay', times and focus on delivery rather than anything else.
In some respects, both disciplines appear to be driven by number crunching, targets set and met (or not!) and processing people accordingly.
Or, it could just be the beginning of a massive shake-out of public sector jobs....
