Does anyone tell me why I cannot open the website http://mm2h.gov.my/ over the past few days? Is it closed?

Ditto...it is not because you are not something wrong with your computer or server access. I don't think it is a server issue on their end either. I tried to access it through the Ministry of Tourism link and (although all other links are working on that site) it is the only one inoperable.
In the past this sometimes means they are updating something on it. It could be a new announcement, correcting some information based on already announced revisions, or instituting a new design.

No problem for me (I am in Penang), I just opened it:

typing Malaysia My Second Home Official Portal - MM2H Official Portal also works fine

Seems to be back up. Looked for changes, but saw none. Even my old stored links were working.
