This is absolutely NOT TRUE. EU membership allows citizens of one country to live and
work in the others, it does NOT mean that citizens can cross borders without
documentation - either a passport or national identity card; since the UK does not
have a national ID card, then a passport is needed. The Schengen Agreement which does
allow open borders does not apply in this case because the UK and Ireland are not
parties to the Schengen Agreement.

Separately, the UK and Ireland have passport-free travel between them, but this is an
arrangement which has existed, as far as I am aware, since Irish independence in the
1920s, just as Irish citizens have always been able to vote and stand for election in
British elections as long as they are resident in the UK.

The Schengen Agreeement is irrelevant. For travel between Schengen countries,
everybody needs a valid ID (national ID card, passport, passsport and visa depending
on nationality). The Schengen Agreement is about the abolishment of regular
immigration border checks and a common visa policy, but you still need to carry
appropriate ID accross borders.

Without an identity card, how else do I prove I am a British citizen?

Still, no one is asking specifically for a passport. It's just that the passport is
the only suitable thing that *you* have. The requirement is not for a passport but
any proof of citizenship.

That is correct. The reason we do not have identity cards in the UK is that we are
not normally required to prove "citizenship". We are not required to show our
"papers" to any passing police official, as has historically been the case in certain
European countries, eg France.

If you are coming to Belgium you need a identity card if you don't have one . you
need a pasport. this is the oficial stuff. it is always possible that nobody ask for
it or that customs or bordercontrol let you in the country , if you only have a
driverslicence ( whit picture).but the oficial rules is identity card or pasport

Not exactly true, you may only bring booze for your private use. But if you claim you
are a heavy drinker or plan a party for 800 friends ...
