Is there any major cities in England (Manchester, London, Liverpool,
Newcastle, etc) that have taken advantage of the new 24 hour drinking
rule?.

The rule hasn't come into force yet. Nor it is certain that it will.

November.

I avoid several city centre pubs in my city (Bristol) on Friday and
Saturday nights for the reasons stated in the article, although there
are quite a few which don't attract yobs. General rule for me - if
there's a bouncer on the door, I won't drink there.

Its not really going to be a 24 hour drinking rule, the press
called it that. Licencess can now apply to local authorities
rather than magistrates to extend hours. No guarantee they will.
