Interesting international comparison of the relative economic condition of African Americans

European Americans (app. 5% in the same year[17]), it is still

Congenitally means being born with the condition.
In other words the person afflicted has never had any input into their
condition.
They cannot help being what they are.
For example a person born without eyes would be described as congenitally
blind, whereas were he born without a hand or foot congenitally lame.
Were he born without a useful brain we could describe him as Tony Blair or
Gordon Brown, neither of whom are to blame for their condition
You yourself could claim to be congenitally prejudiced and I would have to
give you the benefit of the doubt:-))
