Opinions are split here in France as to whether it's illegal or not.
Whether it is or not, it's tolerated, and accidents are caused by dozy
twats in their cars who change lanes without checking their mirrors.

Exactly!
Unfortunately it hurts a lot, even if the car driver is at fault. :-(

But what if the car just moves enough *within its own lane* either to
block the way or just enough to disorient or scare the biker?

I don't know the law in France, but perhaps it'll be along the lines of "
before making any maneuver, the driver should make sure that the space he
will drive into is clear and his maneuver will not endanger others ....etc
etc etc."
Sort of look before you move.

In europe, you don't have to worry too much that the biker will pull a gun
out of the fairing and start shooting, as you would in the states.
however, such driving will still tend to make someone very unhappy with you;
be prepared.

I think this brings us full circle back to the start of this thread and why
a motorcyclist should want to bang on somebody's hood (bonnet).

Depends. If it's deliberate, then it's going to cost him a wing mirror.
