Today starts a 5 UK pound fee....
How will they collect that on rental cars?
I am not 100% sure how it works but I think you have to register your car
number and a CC card , cameras read your car number......
but will rental car companies be exempted (I doubt it)
anyone know for sure ?

I presume it will work the same as for parking and speeding fines - if you
don't pay the congestion charge the rental company will receive the summons
and debit your credit card directly.

And remember that if you don't pay the 5 pounds by midnight on the day
you incur the charge, then you automatically clock up an 80 pound fine.

That's not actually true, if you read the fine print on the ads that say
it. The fine goes to 40UKP at midnight, and then 80UKP after 14 days.
BTW if you got to easyrentacar, you will see that the Barbican office
(inside the CC zone) they say "Red Ken's** tax has been paid", but if
you go to the Earl's Court office (outside the zone) it just tells you
it has started.

That's not actually true either. After 10pm the unpaid 5UKP goes up
to 10UKP. If its still unpaid at midnight then it goes up to 80UKP (or
40 if you pay within 14 days)

Missed that, thanks.

That's just language. It means that it's 40UKP, and goes up to 80UKP
after 14 days.
They could just as well have said "the congestion charges is 80UKP/day
(or 5UKP is you pay before 10pm)"

Sure, I wasn't intending to imply a difference here with what you
said. It was the 10UKP charge that I was making the point on.

Rental companies are not exempt.
Avis locations inside the congestion charging zone will add £5 to the
first day rental to cover the congestion charge.
I suspect policies will vary - check when you get a quote or hire.
Cheers,
Jason.

I was curious to know what happened if I drove my german-registered car
through the streets of london, so I wrote
and asked.
Sure enough, I got a reply, which I'd like to share with you.
Dear Sir/Madam
Thank you for your recent enquiry.
The charge applies to vehicles parked or driven on public roads in the
charging zone during charging hours.
If your vehicle is in the congestion charging zone between 7am and
6.30pm, fixed and mobile cameras both around the
boundary and within the charging zone will identify your vehicle
registration number and automatically check whether you
have paid.
Signs in and around the congestion charging zone will make it clear
exactly where the zone starts and finishes. They will be
clearly recognisable with the congestion charging "C" symbol.
There will be signs from approximately 10 miles out on key routes as
drivers approach the charging zone, and as they get
closer. All charging zone entry and exit points will be clearly marked.
If you have any questions, please contact us on 0845 900 1234 or visit
our web site www.cclondon.com.
Thank you for contacting Transport for London.
Yours sincerely
