I'll respond just for anyone who comes across this thread in the future.
Thanks for for all your work, I had found the English FAQs but it generally only repeats what is on the notification but in English.
Unfortunately I only found it after I'd translated the notifications!
1. Noted the email address, I intend to respond there once I have heard back from rental company. (I have heard from their legal department who say they are investigating)
2. I was pretty sure it was not a scam given the level of detail and the amount of work for €60 that I'm not going to pay anyway
, but good to know. (The bank details on the example are the same as my notice)
3. Payment details are on the notice (inc for non-residents)
4. The process for sending a defence is also written on the notice which is what gave rise to my original question.

By coincidence I have just been reading about ANSR scams. Something you might just check is that the payment entity reference on the form you received is correct. You can check it at https://www.entidades-mb.com/ . It should be 20843.

I assume they got it from the hire company, although as mentioned elsewhere one would normally expect the charge to come through the rental company with their commission on top!

Today we expect to do everything online; but when it doesn't work (as in your case) it's worth remembering that the legal norm is still good old fashioned snail mail.
Print out your response (translated), send it registered with a copy of the ticket and your rental agreement, and anything else relevant.
Expect a response sometime this century, you've done your part.

The average speed cameras are needed on roads like the IC1 which is used as a rat-run to avoid mororway charges and where the speed limit of 90Kph is taken as "advisory".
Implementation on any stretch of road is lkely to be a cash-cow - as would the cameras now being used in the UK to spot drivers using mobile phones.......

They confirm you can submit your defence by email (as I did) but then it says (in Portuguese obviously)
'However, please note that the presentation of a defense via uncertified email does not exempt the presentation of its original, duly signed by the defendant, which must be sent via registered mail.'
You have to laugh. Not sure how I get a certified email?

I decided that the certified email has too many chances to not work so I have just written my defence letter (against speeding in a car that had nothing to do with me!) and will send it registered mail.
I'm not expecting a speedy reply.
I've also chased the rental company who have written to the ANSR by registered mail confirming I was not the renter of the car at that time.
