We were paying up to 500€ in the East Algarve, but got another three years easement when we moved and although we go to Finances every year,we 're told nothing to pay.

There's the temporary exemption upon purchase of a property for the purchaser's own habitation, which applies for 3 years and will be given as long as the VPT of the property doesn't exceed 125,000€ and the gross household income doesn't exceed 153,000€ You can qualify for that one 2 times
Thre's a "permanent" exemption, which applies when the total VPT of all property owned is 67,260.20€ or less and the gross household income 15,469.85€ or less (2023 figures - these are values derived from multiples of something called the Social Assistance Index (IAS for short in PT), and are therefore subject to change). This will be attributed in any year those conditions are met.

I would be tempted to check! Especially if your own situation is not clear. Does the section on "isento" help clarify, in the Financas site, IMI ?

As a resident, you are obliged to declare worldwide income to the PT tax authority and it is that figure that is used to determine whether you are eligible income-wise. With regard to property, there is no obligation on foreign residents to declare foreign property to the tax authority here - only income or gains derived from it. Any property other than primary residence owned in PT will be visible to AT and cross referenced along with the income figure when determining whether the exemption applies.
