We live in Waikanae - approx 40 mins - to 1hr 15 out of Wellington.
Beaches are fab and allow dog walking (we go twice a day) some areas need leads and a few areas are prohibited but most allow good access -as long as you dispose.
Weather is not windy - I repeat not windy. Get out of Wellington and the weather changes dramatically. You get more for your $ up here too - typically a 4 bed house will be in the range 300 - 500 or you could buy a few acres instead. We bought 3 acres 1k from the sea at Peka Peka where we will build over the next year.
The commute is a bit hit and miss - some of the road is 4 lane the rest is 2 and can bottleneck - so may delay by 10 - 20 mins.
Welly itself is lovely with some great suburbs but expect to pay not far off Auk prices - so the commute to us is worth it by far.
There are loads of places stretching from Johnsonville near the city up to Otaki & Levin (over 1hr) which will suit your needs - all close to the sea and hills and great scenery.
