I just read that too, it was on the BBC world news.
I read it as only new arrivals would be entitled to vote ie; only people that have been there for 2 years or less and no votes may be cast by NZ Citizens. Seems a bit unfair to me???? but maybe I read it wrong.

NZ'ers are a very proud and patriotic people and would never allow themselves to be ruled by Canberra. The idea is totally unthinkable.
