Tauranga is nice, however a lot of people retire or 'down size' here so there is a lot of disposable income in the local economy making it expensive to live in if you're not 'cashed up'.
It's also a low wage economy and has been nick-named 'ten dollar tauranga' for years.
Personally - I think it's fine for children or old people - but for anyone in the middle it can feel like a cross between the twilight zone and a saga advert.
I'm fighting middle age though and being dragged kicking and screaming into my forties - my opinion is probably tainted by the looming mid life crisis I intend to have as soon as I can hot wire a mobility scooter and escape

Tauranga has the best beaches.
Auckland is best for job prospects.
Wellington is best for nightlife in a confined area.
All 3 places have pretty equal amounts of the other things you mention I think.
I'd go where your friend is going to, I think, if I was you. That'll give you a head start in getting to know people.
