They will not re-enter negotiation if you decline their initial offer? New Zealand employers love to negotiate*.

*Lie: They hate it but that just makes it much more fun.
What employees and employers have to be made to realise is that remuneration is very important, all high performing staff want stable and ongoing employment but part of that has to be paying people fairly for the work they do.

Low-balling an offer undermines that relationship from the very start but it gives the employee a licence to push hard at every opportunity and show no contrition in negotiation. If that's the tone that's set by an employer you should be happy to play the same game.
