Surely this does not make sense in the context of a country which recognises that it has a huge "brain drain" problem?

NZ citizens without a skilled occupation or other basis to get permanent residence have more challenges unless they marry an Australian and get residence that way. The Special Category Visa is ok to live with day to day, but not so great for the longer term.
