I've just picked up a mazda 6 estate 2003 with 80k (km's) on the clock for $14000 if that helps. It strikes me that the smaller (and more efficient) the car the more you will pay relatively. Big engined cars and trucks are almost being given away.
Don't pay asking price- they originally wanted just under $20000 for the car I bought- particularly if you have cash.

You'll get loads for your $ at that limit. May I advise a Toyota Corolla? Probably one of the best the best small/medium cars in the world. Relative to running costs and reliabilty, factor in bullet proof residuals and you are well away. Look for a one/two owner, trademe's great...dealerships will offer guarantees etc..but you pay for that..perchance try to source one privately (trademe do both private and tradesales)..using the AA FOR VEHICLE INSPECTION (ABOUT $130) TO GIVE YOU PEACE OF MIND..YOU SHOULD NOT NEED A WARRANTY......FAMOUS LAST WORDS!!!!!!!!!!!!!!!!!!!!!!!!
