depends who "they" are - 20 seconds on google produces lots of surveys of this type, with Moscow and Oslo winning many of them. Hong Kong comes top in a couple of others.

Spme people that actually live and work in London get a 'london living bonus'.

When I lived and worked in London, I don't think I ever met anyone who actually drove to work in central London on a regular basis. By far the most popular method to travel to work is public transport.

We've always found great places to eat out in London for way less than it suggests in that article, though if you're a fan of Gordon Ramsay then you might want to extend the limit on your credit card.
