under the current rules which hopefully will get changed
as section 7.1.8 in the link the way I read it

British citizen married for say 5 years to a non Brit turns up at a UK airport with their spouse, shows evidence of marriage + the minimum requirement of £62,500.00 has been deposited into a UK bank account - the spouse will get an ILR (entry clearance) on arrival?
After that there is no need for the Brit or the spouse to work even though the £62,500.00 won't get them very far. The spouse can then get an NI number and all of the social welfare benefits to boot?
Or, is there still the formality to apply for a visa before leaving where they were at (leaving from)?

Um - no.
All non-EU's need a visa.
Then 27 months later you file for a second visa.
And a third at the next 27 month interval.
Then you get ILR.
During the entire 5 years the non-EU cannot access beneifts. At all.
They can get an NI number and access the NHS. For now. The government is going to "fix" that though and it's likely non-EU's will have to pay towards NHS services.

We are both just stuck at present as we were considering myself to move to USA and get married for approx 10-12 years and return back to the UK.
OR
Shall she move to the UK, and possibly later on move back to the USA.
Just weighing up all the pro's and con's of what we have to face ahead of us.

OK so you are in the UK, she is in the USA, you are not yet married and are trying to decide who should move where so that you can live together.
Is this correct?

It is very difficult to get accurate information on these and related questions. The expectation seems to be that you will pay for professional advice. Money does make the world go round.
