Council tax bill is confusing Mike, don't understand it properly myself yet, my bill has my name and my wifes name on it so assumed, thanks for setting me straight.

No, the bill is per household and not everyone is named on the bill, the electoral roll has to have everyone over a certain age listed. The only difference with a council tax bill is if there is only one person living there, then it is reduced, but 2, 3 or 15 it's the same cost, so nothing like the poll tax.
So there is only one bill per household but more than one person may be named on the one bill for the household.
The question then becomes - how do I get my name added to the bill if I am staying with a relative? Or is it only possible for couples to be both named?
I have never seen anything anywhere which addresses that question though it is obviously important for returners who stay with relatives until they sort their lives out and get a place of their own. That may sound like a bit of an obscure case - but I suspect it happens with many, if not most, returning emigrants.

If you are living with relatives [a] way to get a bank account is go with them to the bank they use and apply for an account there. My Mum checked with her bank and they said that they will open an account for me as long as I have my drivers license, passport, proof of previous address in the US and my Mum to verify that I am living with her.

If you are not living with relatives then the quickest and easiest proof of address is getting on the electoral record.

Both the Halifax and Santander bank were fine with this. You still need something with your address on it though.

Is there anything to stop someone from simply changing their mailing address (on existing expat country statements) to a UK address?

There are specific docs that count as proof of address, a counci tax bill, utility bill from UK and drivers license. So changing address on something from US wouldn't work.

We did that with our US HSBC credit card bill, it comes to the UK house (I changed the address a couple of months before the move) Dh used that as proof of address for the bank along with the letter registering him at the local doctor. He had other stuff too, no utility bills as we weren't paying them in my mothers house. I think he had a letter to go to his interview for his NIN with him as well.
