Proof of address
 
When I move back I will live with relatives so will not have any utility bills with my address. What other documents can be used for proof of address?

Depends on what you need the POA for.

Will you be applying for a new driving licence photocard with your current address?

To open a bank account, drivers license, whatever else requires the POA.

I just walked into Barclays bank and explained that I was moving back to the UK from Oz and needed to open a UK current account in order to transfer my funds into UK. I explained that I was staying in rented accommodation and I was told that that was not a problem. Within days I had an active UK bank account and a debit card with my address listed as the rental property.

Changing my old UK paper driving licence to the 'new' photo licence was also easy and the new licence also had my rental address on it. I also joined the local library and with the ID from my bank statement and my photo licence obtained a bus pass.

Within a couple of weeks of arriving back in UK, I had almost a full set of verifiable photo ID's.

In my case I knew my National Insurance number and had previously held a UK drivers licence.

Get yourself on the Electoral roll ASAP, some places will check that, so it will provide some sort of address.

Council tax bill will go a long way in opening a bank account

Won't almost all people need to already have a bank account in order to do the things they need to do in order to get a council tax bill?

It was useful to me when I opened a bank account. There are other documents I suppose.

So you were able to obtain a council tax bill at a time that you did not already have a bank account?

Yes, OP says they live with relatives, everyone has to pay now, it is in fact a Poll tax, they will get a joint bill

No, the bill is per household and not everyone is named on the bill, the electoral roll has to have everyone over a certain age listed. The only difference with a council tax bill is if there is only one person living there, then it is reduced, but 2, 3 or 15 it's the same cost, so nothing like the poll tax.

If you are living with relatives the easiest way to get a bank account is go with them to the bank they use and apply for an account there. My Mum checked with her bank and they said that they will open an account for me as long as I have my drivers license, passport, proof of previous address in the US and my Mum to verify that I am living with her. If you are not living with relatives then the quickest and easiest proof of address is getting on the electoral record.
