It's really hard to find any official Uk Government literature that speaks to the issue of residence ref drivers licences but from what I see the requirement is not residence but that you must actually live in the Uk and maintain a permanent residence* there and it seems this - as is the case for the NHS in general for hospital treatment - implies being in the UK for at least six months in the year.

This is a bit more onerous than mikelincs has stated above ref normal residence #14

This is not the same thing as being resident for tax purposes which could just kick-in after three months. There are of course ways around residence for tax purposes if one's income requires/justifies it and one is domiciled elsewhere since one can go to the remittance basis for tax purposes.

*You can't exchange your overseas driver's licence to a UK one, nor can you apply for a UK licence unless this is the case - incl having been in the UK for the last six months, plus

I work in Canada but still have a permanent residence in the UK, and I found it almost impossible getting a quote from anyone. However, I did eventually get hold of some very helpful people and felt it only right that I let everyone else know about it. btw my advice is to call rather than use the website, as we are all in an unusual situation that isn't normally handled online.

Connections - 0800 479 6208 - These guys put me on to a couple of specialist insurers that eventually came up trumps. They also recommended the website tiger.co.uk but I didn't use it in the end

Be Wiser Insurance - 0800 9549956 - They ultimately got me some insurance through Aviva. The rep was VERY helpful, and even rang the underwriter directly to get me a cheaper quote and enhanced NCD

Clements - These guys offer insurance outside of the uk for ex-pats living abroad

Adrian Flux - They couldn't help me, but do cater for a number of unusual situations

This why most of the insurance companies will NOT give you a quote, even if you do get a quote, then, if you have an accident etc, you may well find that as you were driving with an invalid licence, then your insurance would be invalidated.
