Daughter now a British Citizen going to UK may stay permenantly , how does she get a National Insurance number when there:, she will be in central London to begin with

She goes into the nearest Job centre plus and fills out some forms, then they will send her an appointment for an interview where she has to show her passport birth certificate etc.
Unless you ever lived there with her an collected child benefit? If so then it's like my eldest son, go to job centre plus tell them you need your number and don't have it and they should send it in the mail. They told him he'd need to go for an interview but he called the number said he used to live there and had a number but it was never activated they and they sent hm a letter with the number on

You can also go to your local council, so I have been told.
