Yes, most CCJs will be removed from a credit file/record after a period of time, although the debt remains. However, if the creditor took action through the courts to recover the debt and obtained an court enforcement order, which the debtor didn't respond to, then the creditor can return to court. If the court then orders the debtor to attend court and he/she doesn't do so, an arrest warrant can be issued - and commonly is. There's no statute of limitations on an arrest warrant.

I knew the debt remained. Just not visible on a credit score. Didn't know about the arrest thing. Scary stuff!
