Default habitual residency test?

Does anyone know about the habitual residency test? How can this affect such things as Health care, schooling options,jobless benifits etc. How long before you are considered habitually resident?

As far as I know the habitual residency test has changed.
You used to have to show that you indeed are habitually living in the uk but now I believe the rules say that you only have to intend on residing in the uk.
I did read up on it a while ago and the problems with the residency test was that legitimate returning residents that were lacking in finances couldnt get any government help if they needed it. This wasnt fair since a returning citizen is still a citizen.
The residency test was there to stop people returning to the uk for a few months and claiming the dole or social security while they were really "on holiday" in the uk
