Default Visa must be processed before starting work?

A question: Are new employees allowed to start work whilst their work permit/residency visa is being processed, or must the process be complete before starting work?

I know what happens generally in practice, but what's the theory/law/official line?

The official line is visa must be processed before, but as we all know that never happens.

Our PRO reckons as long as you have the pink paper (the A4 thing), then your good to work before the residence/visa think gets stuck in your passport. My company were strict as hell about that and due to there being a problem with my education certificate, I got a 4 week holiday at the start of my tenure!
