Visa must be processed before starting work?

A question: Are new employees allowed to start work whilst their work permit/residency visa is being processed, or must the process be complete before starting work?

I know what happens generally in practice, but what's the theory/law/official line?

Our PRO reckons as long as you have the pink paper (the A4 thing), then your good to work before the residence/visa think gets stuck in your passport. My company were strict as hell about that and due to there being a problem with my education certificate, I got a 4 week holiday at the start of my tenure!
