PM JOB IN MIDDLE EAST - HELP

This is my first post ever on this forum, or any forum.
I'd like to give a brief background before i explain my current circumstances.
I've been eager to move to the middle east for as long as i can remember. Hence obtained a degree 8 years ago now, with a sole intention of eventually using it to allow me to move to the middle east. I have an engineering degree and have worked in construction ever since. So, 8 years’ experience in construction and currently work as a senior PM in UK.
I have been applying to jobs in the middle east since the day I graduated. Given I now have significant experience and good roles on mega projects on my CV, I thought I'd be a good candidate for many companies. I've worked with many colleagues, who I maintained good relations with, that are now working in middle east and have vouched for me for many roles. I've paid many professionals to review and update my CV.
Yet besides all this I've had absolutely zero luck getting any closer to a job in the middle east.
Very rare I hear anything back, and for very few times that I have it commonly is - we're looking for someone with middle east experience. I've applied to many of the big players in the construction industry - Aecom, Atkins, Worley, Mace, NEOM, Jacobs, Michael Page, Wood, T+T, Motts and the list goes on.
I guess my question to the great people on this forum is, what more should I be doing ?
Should I get a job with these international companies locally in uk then try move with them
Should I get a job at a much lower position in middle east to get experience there then move back up to PM
Should I just wait until i have more years of experience
Any support would be greatly appreciated.

who do you currently work with? is there any opportunity for a transfer?
if you have been looking at ME move, you will see the competition is extremely high...ask yourself what is your USP.
I have ME experience (2years) over 10 years ago which is seen as limited experience/not enough....and its taken me 1 year to find a new opportunity thats right for both people (me/new employer).

There is no opportunity for transfer with my current company, it's only national.
