If you are British and you have Debt exposure in the UAE and want to return to the UAE it would be advisable to change your name visa deep poll then apply for a new passport.

If you dont want to do that then yes a passport change would be advisable BUT if the name and DOB is the same is may flash up in the system.

He is not returning to the UAE though so it is a moot point. Many passports, and it was certainly the case with a British passport, are identified by their numbers and not the name in it. When you renew a British passport the number changes.
But no, in the long-term and for peace of mind, the whole dee poll name change would be more effective but it is a long shot just to live in a shit-hole like Dubai.

I understand that the passport number changes BUT they do cross check with names and DOB that is why some people who are on the blacklist are there due to name similaraties of those on the blacklist
