If I want to buy some spirits from a UAE store (whatever that is) do I need a licence? I have heard things from my TimeOut Guide book that you need one? Please help as I'm a dependent!

yes you do but you can go to some of the northern emirates and buy it without. strictly speaking you will be breaking the law though.

While chatting about this, can a person bring alcohol into the country when flying in?

I will be arriving in a week, and would love to be able to bring in a bottle of my favourite tipple!

yes. there is a duty free next to baggage claim at Dubai airport

but having it at home without a licence will be illegal. but its done by huge numbers of people including Muslims who would not be allowed alcohol licences.
