Obama made it already perfectly clear what relevance the EU has in his agenda. For the US-EU top meeting in Madrid he simply had no time.
So, a visa fee for unwanted european visitors is not a real surprise.

No - Obama has a big agenda for Europe - let Turkey in and then anything Middle East (problems I mean) will become Europes problem.

...now remind me, has the PM been lobbying for their membership recently?
