If you are working directly for Neom, the company will typically place you in accommodations "off campus." This doesn't affect your compensation or benefits (housing allowance or, in this case, dining hall access). If you are on an individual consulting contract or working for a vendor, things may be different.
Regarding the dining halls, with a company card, you can access them any time they are open. Whether you pay for it or if it is complementary depends on whether you are a contractor or employee.

I'd really appreciate any response, just wanted to know if this is common to offer 3 years contract? if this is common then is there a chance for this contract to be renewed or after 3 years the project will finish, and contract will not be renewed.?

Yes, 3 year contracts are the norm for NEOM FTE

The housing, mobille and transportation allowance are the same for all or do they differ? If they are same, what are the monthly amounts?

Sp25- the amounts will be laid out in your offer letter

They differ by certain job grades.
As mentioned. You will see your relevant allowances in your offer letter.
