Any takers on what this article means?

I've read it twice but it's written in some politically correct Newspeak that I just can't interpret...

for example:
She said that there is also restriction of the technical and applied education in the secondary years to male students, which means that the female students have no opportunity for such education that qualifies them for needs of job market.

Think it's trying to make two points

a) The degree/diploma chosen to take does not meet the requirements of the current job market requirements

b) Is there an underlying sex discrimination going on where companies are not employing women ???

for example:

LOL - it is clumsily written, but the article is accurate. The variousw colleges are trying to change things by slowly introducing mixed classes and admitting women to health & engineering programmes. It is true that lady's tertiary colleges focus on liberal arts - completely uncorrelated to the needs of industry. It is also bloody difficult trying to persuade the private sector here that Emirati nationals can be motivated and enthusiastic employees who are a lot less likely to resign and move back to their home country (!) than expats...

The UAE needs to fix this - young Emiratis need a high standard of education in appropriate areas so that they can contribute to the development of their nation.
