Marketing Company in Free Zone

Marketing Company in Free Zone
Quick question bored.
For a Free Zone based marketing company to sell a "membership" product that is from the UK (Company is owned in the UK and there is no relationship between the two other than the FZ Co has exclusive rights for UAE) to both businesses and consumers in the UAE, would they need a local partner?
To explain better think of it like Quintessially for example, the users get the benefits from being in a "Club" but don't actually get anything other than a membership card and access to benefits that are from a certain sector in the UAE.
The clients are billed here, the banking is here and the FZ Co then transfers a (large) proportion of the collected fees to the UK service provider.
Anyone got any ideas?

Re: Marketing Company in Free Zone
I thought that one of the ideas of Free Zones was that no partner was needed.

Re: Marketing Company in Free Zone
If your business meets the criteria for the specific Free Zone, then no local partner is required.
