The direct number for the Hotel is given as 02-882-2000 in my copy of Dubai Explorer.
You can also Google for "Liwa Hotel" to find various online booking agents & photos of the Hotel, e.g.:

Oh, and there's a Government Resthouse:
From: http://www.uaeinteract.com/travel/accom_agencies.asp Government Resthouses: A series of widely spaced government resthouses, aimed primarily at minor officials and businessmen, can be found around Abu Dhabi emirate. These are clean and simple, being very reasonably priced (single/double rooms Dh120–165 per night, inclusive of breakfast), and serve as excellent overnight stop for weekenders not prepared to camp or when the summer heat has arrived. That in the Liwa,185 km from Abu Dhabi, is perhaps the most popular, being the gateway to the deep sands of the legendary Empty Quarter. ... Liwa 02 8822075

As far as I am aware there are two hotels in Liwa, one is the guest house which I have heard is very good. Only thing you will have to be carefull of is that they are very busy and usually fully booked you might need to book quite a few weeks in advance.
I will look out for them on the web and try and get back to you.
