How can I get little perks - eg access to airport business lounges and those small things that make life and travel more bearable?
Is it a certain (affordable) bank account?
Or can I pay a token fee in Riyals to an agency in Saudi?

You can get Priority Pass for free with some credit cards:

But it is not free, you still pay $27 per visit.

Beware Priority Pass and similar which give you access to "executive lounges". As stated, even with Priority Pass you have to pay to get in, and a couple of lounges I've been in were worse than the public spaces. In my experience all the kosher lounges are good, but you'll rarely get in there if you're flying cattle class. One exception is KLM, which have a Petroleum Card for passengers who fly routes connected with the O&G industry and who work in that industry, which allows you in their lounges (conditions apply).

be aware that if you get the SABB Premier Credit Card, it only allows you to access lounges in the following airports:
Sao Paolo
Curitiba
Mexico City
Amman
Kuwait City
Dubai
Istanbul
Cairo
Riyadh
Jeddah
Dammam

They used to support more lounges e.g. Abu Dhabi but cancelled their contract with them last year for some reason.

I should add that the Platinum Advance Visa Card from SABB allows you to get Priority Pass membership for free but then bills you SAR100 per visit
