Default Further Changes to Days In Country Ruling

I just received this from my accountant in the UK. Can any of the boards financial gurus confirm whether this in fact correct???

Further Changes to Day Counting Rules – Announced in recent Budget

The calculation method has been changed again to be effective from 6th April 2008.

The Chancellor announced that the test of whether a day will count will be if the individual is in the UK at midnight. This is a change from counting both the day of arrival AND departure as originally intended in the Pre-Budget report. So you will only count your day of arrival, but not your day of departure.

Also, transit days (even when in the UK at midnight) are not regarded as being in the UK, as long as no work/duties are carried out in the UK.

I'm not a financial guru, but this is what I have been advised also.
