Received a Bill from the NVC for $65?? Is this Normal?

Received a Bill from the NVC for $65?? Is this Normal?
This past week I received a letter and bill (Affidavit of Support Fee Bill) from the NVC. The letter stated that in order to continue processing the petition I filed on behalf of (husband’s name) I would need to send $65.00.
The letter RE:’d a Immigrant Visa Case # that looked like this: CSB2004xxxxxx
When I checked status of this case on the USCIS website I got this:
Status for this Receipt Number cannot be found at this time in this automated system. Please check your case receipt number to see if it is correct. If you have questions or concerns about your case status, please contact the service center where you submitted your application.
The only problem is I haven’t filed for AOS yet.
Any ideas?

10/02/03 - I-129F - MSC - 2ND NOA
10/15/03 - NVC forwards petition to Casablanca
11/06/03 - Husband receives Packet3
12/08/03 - Interview at Casablanca
01/06/04 - Picks up K3 visa in Casablanca.
02/12/04 - POE - Dallas, Tx.
03/02/04 - I-765/EAD - NBC - 1ST NOA
03/17/04 - Biometrics - Fort Worth field office.
05/26/04 - EAD Approved.
06/29/04 - Husband receives SS card in the mail.
07/16/04 - I-130 Approval from TSC.

Methinks that they are acting on your approved 130 which is now probably at NVC. If you haven't already contacted NVC to tell them that you're doing local AOS you better ASAP!!!
