questions about the t I-192 process

I'm currently in the process of trying to obtain I-192 for the second time. It seems
to me that this process is overly arduous. The six month process in my mind is hardly
necessary with today's technology and government databases. Filling out I-192, I need
to get fingerprinted twice every year.
Why is the waiver only valid for a year when it takes so long to process?
If there is some strong reason for requiring that this waiver be obtained every
year, why can a way be found to streamline subsequent waiver applications? The INS
has all records on file anyway including fingerprints, why is it then, that
fingerprints required for all for subsequent waiver renewals? Why aren't the
databases just searched to determine if there is anything that would prevent
granting the waiver again.
