Questions about Packet #4

My fiancee in Ho Chi Minh City, Vietnam will have her interview on Sept 26. She never
recieved Packets #3 or #4 in the mail. She had to go to the consulate to retrieve the
paperwork. She now has the papers today, but she has some questions that it ask for:
NIV petition. What is this? What is the MRV receipt and how is it used? What is the
OF-157 Medex? It ask for a OF-237 Statement of Marriagable Applicant (what is this,
an Apostille?), and my proof of citizenship or LPR status. Will my birth certificate
and a copy of my passport be enough for that? (what is LPR?)
She recieved no instructions or information. The consulate makes us more confused
than helpful. Anyone been through the consulate in Ho Chi Minh City?
