Default Provisional Files

Hello can anyone tell me what is the process for opening a provisional file
in the foreign consulate? Also how soon can they be opened? Is there a
certain step that has to be passed before they will do this? It seems to
move things along quickly & we will need all the help we can get.

What Consulate? I know Moscow will not open a provisional file.

If you're going through Vancouver, I would say "no," based on
what they told me when I asked. "When we get her information, we'll
send the packet. We don't do provisional files."
