There is no requirement that the US citizen spouse enter before or at the same time as the foreign national (CR-1) spouse.
If the foreign national has his/her conditional resident status, he/she can come to the US before the US citizen spouse to start to set everything up and get things going. There should be a logical plan though of when the US citizen spouse is coming to establish and solidify residence/life back in the U.S.

However, the sponsored immigrant may not enter the United States before the sponsor returns to the United States to live. The sponsored immigrant must travel with the sponsor or after the sponsor has entered the United States.

That's exactly what she's going to try to do. We are just wondering if they will do it at her whim, without any documentation as to "why" she wants to withdraw it. Hopefully it's enough for her to just walk in and say "I changed my mind". Then somehow they have to get the visa out of his passport...or put him on some kind of watch list if he does try to come to the USA on that visa, where they will turn him away at the POE.
