Simple ...

You take the original passports and copies of the same passports to a notary. The notary will sign off under a legend that says something to the effect:

The above copy is a true and exact replica of the original which was shown to me on the ___ day of ____, 2003.

Signature of Notary

Seal of Notary

Take the originals to a notary with a copy machine. Have the notary make
the copies, certify they are true copies, (they are exactly like the
originals), and then apply the notary seal to the certification.

It's not absolutely necessary that the copies be made on-site, but it's just
easier and quicker.

They want to avoid 'funny copies'... :-)

Another term 'legalized' refers to the notarized/certified copy being
done at the corresponding consulate for the documents origin. There is some
confusion about all this but.... I just may have it right!
