I am a US citizen and my boyfriend is a UK citizen. We realize that we should apply
for the K1 visa, but would like to get married quickly.

Can we technically marry if he enters the US on the normal visitors visa, and apply
for a change of status afterwards?

Yes but that does not mean that you will be successful. It is up to you both to prove
that your marriage is genuinely for love and that you did not plan to get married
before he left UK.
