Default Is a Marriage By An American Couple Outside the U.S. Legally Recognized?

Hi.

Would you know if a marriage of 2 U.S. citizens outside the United
States is legally recognized in the U.S.?

What if it's performed by an American "Justice of the Peace?"

Thanks

Barnaby
