DOCUMENTS
BIRTH CERTIFICATE
Available. (Certificate de Mastere) Document is issued by the Office of
Vital Statistics (Oficiul Starii Civile) of the Mayor’s Office (Primaria),
Bd. George Cosbuc NR. 85-87, Sector 4, Bucuresti 75261, Romania.

This certificate is the sole legal proof of the date and place of birth of
an applicant. As many copies as desired may be made thereof and if
authenticated by the State Notary (Notariatul de State), they are acceptable
by Romanian authorities. The original birth certificate is issued free of
charge. There may be a fee for copying and authenticating.

MARRIAGE CERTIFICATE
Available. (Certificat de Casatorie) The issuance of marriage certificates
is governed by the same rules as for birth certificates with the exception
that they may not be obtained once the marriage is terminated by divorce.

DIVORCE CERTIFICATE
Available. Records are available in the form of court records from the
court that granted the divorce. There may be a fee for a legalized copy of
the document.

POLICE RECORD
Police certificates are issued by the Inspectoratul General al Politiei,
Stefan Cel Mare, No. 51, Bucahrest.

Individuals residing in Romania may apply for a police certificate in person
at the Inspectoratul General, or at their local country or sector police
station. Local police stations only issue police certificates for
individuals born or residing in their jurisdiction. The processing time for
an application is approximately 15 to 30 days.

Romanian citizens residing abroad and aliens who lived in Romania for more
than a year may apply for a police certificate in one of two ways. They may
apply at the Romanian Embassy in the country of their residence by filling
out an application form, submitting a copy of the applicant's passport, and
paying a 30 USD consular fee. The processing time for this is 30 to 45
days. Alternatively, they may sign a power of attorney at the Romanian
Embassy for a relative to apply in person on their behalf at the General al
Politiei in Bucharest.

The General al Politiei also offers an express service for obtaining police
certificates. For a nominal fee (50,000 Lei and the purchase of a fiscal
stamp) an applicant in Bucharest can receive the police certificate in three
to five working days.

PRISON RECORD
Documents are issued to the individual concerned at the time of release from
jail. These documents may be obtained from the State Archives (Directia
Generala A Arhivelor Statului) Str. Mihail Kogalniceanu No. 29, Bucharest,
Tel. 634.75.30.

MILITARY RECORD
Available. (Livret Militar) Document is given to individuals who have
served in the armed forces of Romania at the end of their service. Not
available otherwise.

DEATH CERTIFICATE
Available. (Certificate de Deces) Same rule as for birth certificates
apply.

PASSPORTS: OTHER RECORDS
Passports: The Romanian Ministry of Interior has sole authority for the
issuance of all kinds of passports with the exception of diplomatic
(Pasaport Diplomatic) and some official (Pasaport de Serviciu) passports
which are issued by the Ministry of Foreign Affairs. Effective March 1,
1995, Romanian citizens are issued new passports (burgundy). Usually, they
are valid for five years and can be extended up to ten years at the
discretion of the Romanian authorities. A Romanian citizen abroad may be
issued a green passport (pasaport consular) by the country’s consulate
abroad. This travel document is valid only to enable the Romanian citizen
abroad to return to his/her home country.
