LAX Philippines $400 courier flight

A friend just last week arrived by courier fight from LA here in Cebu and paid $400.
I understand it is a round trip. I am not sure what the limitations were, but I do
know he was only allowed a carry on. He found this and other cheap flight in the
"back of the LA times, Sunday edition." Maybe they put him in the baggage rack over
the seats. When I see him I will find out more.
