Default K1 addresses to use

My fiancee is Vietnamese and has "permanent" residence in Dalat where
she was born. She has "provisional" residence in Ho Chi Minh City where
she has lived for the last 20 years. She contends that she should use
her "permanent " residence on all forms and I think it should be her Ho
Chi Minh City address because the US government could care less about
the Vietnamese designations of residency, they are interested in where
she lives and how to communicate with her.

Any one have a definitive answer?

You are correct - she should use her current address in Ho Chi Minh City.

I concur, unless a request is specifically made for her "address of
permament registration". This typically would not be asked unless it is
part of a local form.

I also concur. This type of question also comes up in Russian cases quite often where a Russian citizen is officially listed with their government as residing in one place but actually living in another place. Same sort of questions come up in relation to the "workbook". Some clients ask if they only have to list the employment actually listed in the workbook, or list the jobs they actually had.

Most of the time a client has nothing to gain by not listing thorough and accurate information, and possibly everything to lose (when the Consul discovers someone has not be truthful or given accurate information on forms, they might begin to doubt the credibility of everything else associated with the case).
