Default ((INS never stamps passport upon Reentry to US))

Hello, I hope you can help me. My father lives outside of the US. He has 5 year
tourist visa that is about to expire. The problem is that evertime that he re-enters
the country (Usually through the Tijuana/San Ysidro border in California) the INS
officers never stamp his passport. His passport is about to expire and I don't know
if this is going to cause him not to be able to renew his visa. When he visits this
country he only stays here for a week or so. He has asked the INS officers to stamp
it for him and they just tell him that he's holding the line and that he doesn't
need a stamp. Is this true and should we ask the officers to stamp his passport in
the future?

Any help will be greately appreciated.

Thanks...
