I-130 attempt to transfer questions

I-130 attempt to transfer questions
My husband has moved and I know they don't always process transfers but we are going to try.
Where do I send the transfer request to? The I-130 is currently at Nebraska and we are asking it to be sent to California. Do we send the request to California? both? or the NVC?
Also,
We are just typing up a letter. Any other ideas? There are no forms for this right?
